About European Anti-SLAPP Monitor

The European Parliament and the Council of Europe have adopted international legal instruments aimed at countering the use of Strategic Lawsuits Against Public Participation (SLAPPs) across Europe.

The European Union Directive2024/1069 on Anti-SLAPP was adopted on 16 April 2024. Member states of the European Union have until 7 May 2026 to transpose it and to inform the European Commission.

The Council of Europe Recommendation CM/Rec(2024)2 of the Committee of Ministers to member States on countering the use of strategic lawsuits against public participation (SLAPPs) was adopted on 5 April 2024. The obligation of Member states of the Council of Europe to start implementation at national level started at the date of the adoptation. There is no deadline to implement the recommendation.

The Coalition Against SLAPPs in Europe and the European Centre for Press and Media Freedom have designed and created the European Anti-SLAPP monitor which aims at providing information on the status of transposition and implementation of European instruments on SLAPPs at national level. The monitor is hosted by the European Centre for Press and Media Freedom and is inspired by the EU Whistleblowing Monitor developed by Whistleblowing International Network.

About Coalition Against SLAPPs in Europe

The CASE is a coalition of non-governmental organisations from across Europe united in recognition of the threat posed to public watchdogs by SLAPPs (Strategic Lawsuits Against Public Participation). On behalf of journalists, activists, whistle blowers, rights defenders and other watchdogs targeted by these tactics, CASE work to expose legal harassment and intimidation, protect the rights of those who speak out, and advocate for comprehensive protective measures and reform.

The vision of the Centre is a society where media freedom enables open discourse and everyone can seek, receive and impart information.ECPMF’s mission is to promote, preserve and defend media freedom. ECPMF does this by monitoring violations, providing practical support and engaging diverse stakeholders across Europe.
