The Cyprus parliament transposed the EU directive by publication of the 2026 Law on the protection of persons engaging in public participation from manifestly unfounded actions or abusive court proceedings is promulgated in the Government Gazette of the Republic
of Cyprus in accordance with Article 52 of the Constitution.

On 18 February 2025, the Ministry of Justice announced the launch of a public consultation and set the 4th of April 2025 as the deadline for the submissions of comments to its draft law inviting interested parties to submit their views to the Ministry by email.
On 11 April 2025, the Ministry of Justice submitted the draft law to the Republic’s Attorney General’s office for a legislative and technical oversight.
Once this is completed, the Ministry will submit the final draft to the Council of Ministers for approval.
