The Finnish parliament transposed the EU directive by publication of the Act on the Protection of Persons Participating in Public Debate from Cross-Border Harassment Actions and Amendments of the Code of Judicial Procedure (4/1734) in the Finnish Collection of Laws.

Government Proposal on Implementing the Anti-SLAPP Directive in Finland.

On 21 November 2025, the Government submitted a proposal to Parliament (HE 170/2025 vp) on the implementation of the directive. The proposal is based on the report of a government-appointed working group, whose mandate ran from 17 October 2024 to 30 April 2025. The working group held a public hearing on 4 April 2025, inviting a wide range of NGOs, stakeholders, and actors identified as potential victims of SLAPPs in Finland. Their contributions informed the final Government proposal.
