Ukraine forms Working Group to develop anti-SLAPP legislation

On May 1, 2025, at the initiative of the Parliamentary Committee on Freedom of Speech, a special Working Group was established to develop legislative mechanisms to counter SLAPP lawsuits. The group, comprising over 25 members—including MPs, lawyers, and media experts—is tasked with defining what constitutes a SLAPP lawsuit under Ukrainian law and introducing procedural safeguards to prevent the abuse of legal claims.

The Working Group held its inaugural meeting on 17 June 2025, and its work is ongoing.
